The City Council is the locally elected body authorized to make local land use decisions pursuant to Florida Law, City Charter and the City’s Code of Ordinances. However, the City Council relies on the Beautification Advisory Board, Architecture Design Review Board and the Planning and Zoning Board to provide recommendations on beautification, planning and development issues facing the City. The City Council has also delegated the duty of considering and approving variances from the City’s Land Development Code to the Board of Adjustments.

ARCHITECTURE DESIGN REVIEW BOARD

The Architecture Design Review Board shall have the sole and exclusive authority and duty to make architectural design recommendations and findings to be submitted to the City Council for final action pursuant to the City’s Land Development Code and consistent with the Daytona Beach Shores Master Plan and Pattern Book although the City Council shall have exclusive authority to approve such findings and recommendations.  In addition, it shall be the duty of the Architecture Design Review Board to advise and make written recommendations, in an advisory capacity only, to the City Council from time -to -time on studies of conditions affecting the aesthetic beauty, character, identity and overall appearance within the Town Center, consistent with the Town Center Master Plan and Pattern Book and the intent of this Land Development Code. 

BOARD OF ADJUSTMENTS

It is the duty of the Board of Adjustments to authorize, after due public notice, such variance or variances from the terms of this Land Development Code (LDC) that will not be contrary to the public interest when, owning to special conditions, the literal enforcement of the provisions of this LDC would result in unnecessary hardship or practical difficulty. The Board of Adjustments is also authorized to hear and decide appeals where it is alleged there is error in any order, requirement, decision or determination made by an administrative official in the enforcement of this ordinance or of any regulation adopted pursuant thereto.

BEAUTIFICATION ADVISORY BOARD

It is the duty of the Beautification Advisory Board to make decisions regarding painting and colors on the exterior of buildings and structures pursuant to the provisions of Chapter 8, Article II, of the Land Development Code entitled "Mandatory Exterior Color Standards." In addition, it shall be the duty of the Board to advise and make written recommendations, in an advisory capacity only, to the City Council from time to time on studies of conditions affecting the aesthetic beauty and overall appearance within the city limits. 

PLANNING AND ZONING BOARD

The major functions of the Planning and Zoning Board are as follow:

  1. Acquire and maintain such information and materials as are necessary to an understanding of past trends, present conditions and forces at work to cause changes in these conditions. Such information and material may include maps and photographs of manmade and natural physical features of the area concerned, statistics on past trends and present conditions with respect to the population, property values, economic base, land use, environmental impact and such other information as is important or likely to be important in determining the amount, direction and kind of development to be expected in the area and its various parts and necessary protection therefor.
  2. Recommend principles and policies for guiding action in the development and protection of Daytona Beach Shores.
  3. Hear requests, whether initiated by the Council or otherwise, for creation of new zoning classifications or changes or amendments in the zoning regulations or zoning classifications, or for new or different uses in any zoning classification, and to make recommendations to the city council concerning the same.

Board and City Council Hearings are held in the City Council Chambers located in the Community Center at 2990 S. Atlantic Avenue, Daytona Beach Shores, FL 32118.  Meetings are scheduled as follows but may be canceled if there is no agenda item.
